Make sure you add the following to /etc/exports:
/opt/ltsp/ppc	10.6.0.0/255.255.0.0(ro,no_root_squash,sync)

Also modify the yaboot.conf with the following:
#device=enet:
#partition=0
timeout=30
init-message="Lumensoftware Terminal Server"
default=linux

image=/vmlinux-ppc-2.4.22-ltsp-1
	label=linux
	initrd=/initrd-ppc-2.4.22-ltsp-1
	append="init=/linuxrc rw root=/dev/ram0"

And you should be able to reduce your config in dhcpd.conf to the
following:
    host ws099 {
         hardware ethernet 00:30:65:54:d8:b2;
         fixed-address   192.168.0.99;
         option root-path        "192.168.0.254:/opt/ltsp/ppc";
         filename "yaboot";
         option vendor-class-identifier "AAPLBSDPC";

   }

When we get things packages up I make sure the needed changes are
reflected.
