[K12OSN] LTSP dhcpd.conf question

Eventually I'll probably be running dhcp on the LTSP server only as
well.  But since there are a lot of things still in the development
stage this server will probably be rebooted a lot.  I want to make sure
nobody has trouble getting an IP during this stage.
