[K12OSN] K12LTSP 4.4.0 pre1

The only bug report for K12LTSP 4.4.0 pre3 that I spotted was that VNC
was not turned on by default. I fixed that bug and included the
latest-n-greatest official Fedora updates.

If no show-stopping bugs are reported by next week, this will become the
official 4.4.0 release.
