Found my problem. I did not set my http_proxy environment setting in
my terminal. Everything works now.

export http_proxy=http://proxy.address:port

I checked my 3.1.2 server and I put this line into my /etc/profile
file so it was always valid.
Maybe I should have created a file in /etc/profile.d and called it
proxy.sh then made it executable. That would probably be cleaner I
think.
