I think you're referring to "browser" mode, which can be set as a 
per-user preference. I found it on Ubuntu under "System menu, 
Preferences, File Management, Behavior tab, Always open in browser 
windows" in GNOME 2.10.

You should be able to run /usr/bin/nautilus-file-management-properties 
from a terminal to open those prefs from IceWM.
