Bottom posting as norm:

Better still before you edit any of the files in /usr/share/icewm
first make a sub-directory in your home by "mkdir .icewm" Yes starting
with a "."
Then "cp -R /usr/share/icewm/* $user/.icewm/."
Now edit files in this subdirectory. Whatever changes you do are
instantly reflected by using Restart Icewm command from start menu. In
fact you can keep modifying the files (especially the menu file) till
you are satisfied with the results.
Once done you can cp the files back to /usr/share/icewm
Also this allows you to give special menus to any users if needed as
.icewm location is searched first.
