I have found new information on the keyboard layouts.
1- modifying the lts.conf does not work. Still gives me a US keyboard.
2- This problem is reported in Bugzilla 141347. It suggest replacing the ca-enhanced map and/or use the setxkbmap command.
Both the above work on the server console but none of the above work with the terminals.
 
This is the message i get when using setxkbmap -layout ca (or any variant around this) when on a terminal.
 
Couldn't interpret _XKB_RULES_NAMES property
Use defaults: rules - 'xfree86' model - 'pc101' Layout - 'us'
Error loading new keyboard description.
 
In the man pages setxkbmap states that we can get inconsistencies if the Xclient and Server are not on the same machine which is the case. It has something to do with getting the mapping right on both sides.

When you change lts.conf you only change on the clients that are booting from the
ltsp process. If you want to change it on the server you need to edit xorg.conf
