First....if you can set your proxy up as a transparent proxy (it must be
located at the "choke point" of your network...right behind the router)  
this will force everyone through the proxy thus negating the need for
browser settings.  However....if you can't do that or if you use pam_auth
for the proxy....you can do something like this below....I posted this a
couple of weeks ago....

I noticed that every users profile has a file prefs.js.....so I then
searched the computer to see if there was a "master" prefs file...and
there is....in  /usr/lib/firefox-1.0.6/defaults/profile/   This is where
the initial "pull" of prefs comes from....so I simply set the proxy
settings for one user....then looked at their prefs.js file.....copied the
lines with the proxy info.....and pasted into
/usr/lib/firefox-1.0.6/defaults/profile/ prefs.js  and voila!  that is now
the default!  Yay!

Understand that the prefs file for a user is found in the users home
folder (it's hidden)

cd /home/username
ls -la

and you'll see the .mozilla folder....look in the profiles directory and
the profile for a file called prefs.js  look at it with a text editor and
you'll see the lines that apply to proxy stuff...then follow the
instructions above.  HTH!  :-)
