I'm not certain, but I believe so.  I don't have anything running a 2.4
kernel to see if interface renaming was supported back then or not.
There are some notes in the ifrename and iftab man pages about when they
have to be run, etc.  My rule of thumb would be that it applies to any
distribution that ships an "ifrename" binary ;-)
