I don't think the Fedora Extras repository is the problem.

When I tried installing python-reportlab from Extras, it installed just fine.
The problem was apparently with the k12ltsp repository, because its version
of python-reportlab demanded a version of Python BEFORE 2.4 - and 2.4 is
what ships with Fedora Core 4.

So IMHO the version of python-reportlab which comes with k12ltsp needs to
be updated.
