[K12OSN] removing shutdown and reboot from menus

Normally, you don't need to reboot the client.  The reboot and shutdown 
items on the menus on the clients actually work on the server, meaning 
they reboot or shutdown the server.

To reboot the client, just use the ctrl-alt-backspace thing and it will 
reset the client. Or just turn it off.
