[K12OSN] Updates now available for LTSP-4.2

Does lts.conf.readme need to be updated?  It still has allusions to the 
old style LOCAL_DEVICE_01 support, instead of the new LOCAL_STORAGE 
parameter of which there is no mention.  Also, I notice there isn't an 
lts.conf; is that built during installation or is it in another package?
