You've got it spelled incorrectly.

It should be:

     USE_NBD_SWAP = Y

Drop the leading 'LTSP_'.

Also, you'll need to make sure the ltspswapd is running on the server. 
I'm not sure if Eric has that configured to automatically start in
k12ltsp.
