Yes, you will need the fxo card for your incoming 1FB (telephone line). 
For each outside phone line you will need 1 fxo port.  You can get the
cards from 1 port to 4 ports. The fxs card is for connecting regular
analog telephones to the system.  The analog phones are alot less
expensive than the digital phones.  However, the SIP phones offer so
many great options.
