In K12LTSP 5.0+, there is a conflict between Fedora's /etc/dhcpd.conf
and K12LTSP's. K12LTSP now defaults to using /etc/dhcpd-k12ltsp.conf

Try saving your file to /etc/dhcpd-k12ltsp.conf
