Thanks for the tip.  I've come to really appreciate the Kiosk control in KDE.  That ended up being the only desktop we allow and I have the whole thing configured and locked down easily.

One option:

<as root>
yum install gconf-editor
gconf-editor
/desktop/gnome/background
right-click on picture_filename
select "Set as Mandatory"
