The method they use to send mass email is probably generating
a separate message per address.  If the destination list(s)
are fairly stable you might fix the problem by maintaining
an alias on the server for each group list so they only
need to send one message. 

I've done this in a sendmail environment by making an
alias like:
list_name: :include:/path/to/file
where some user had permission to edit that file directly.
Sometimes it is harder to explain the concept of plain text
files than to maintain the thing yourself, though.
