Unless you specify XDM_RANDOM in the lts.conf, the thin client
deterministically chooses an application server from the specified
list of available servers. Since this selection is deterministic (the
MAC address is effectively used as a hash into the list of servers),
the only reason a TC will switch to a different application server is
if the server it's on now goes down.

So yes, this is only boot-time load balancing.
