[K12OSN] clients not getting TFTP

Thanks, Eric I changed the line as you suggested and reloaded xinetd and
it gave only a slightly different output in /var/log/messages (see below
for snippet of log).  Curiously, the client I'm testing now gives a
different error message thus:
	PXE-E11: ARP timeout
	PXE-E11: ARP timeout
	PXE-E38: TFTP cannot open connection
