[K12OSN] Keyboard layout does'nt want to stick

yes I use the Dvorak layout and had this problem with one version of Red
Hat, 9.0 I believe.  not sure if they have gotten it fixed or it has come
back, never could figure out why, it didn't have the same problem in Gnome
though but it did in terminal if I didn't run an x window first, otherwise
it was fine in terminal too.

never did figuree oout why
