I had similar thoughts about whether he should try a pair of mirrored (RAID 1) 15k RPM 
disks.  On pricewatch.com I found 18GB 15k RPM Compaq disks for less than $50 including 
shipping.  So, perhaps you could get two of those, install them on a separate box and 
use that box as an app server for, say, OOo, just to test it to see if it loads any better.
