Use the analogy that the Internet is like an automobile, you don't drive it 
without
proper instruction, practice, and passing a battery of knowledge and 
demonstration tests.
Kansas does not require students to pass a proficiency exam to use the 
Internet, but
I'm not so certain that they shouldn't.
