[K12OSN] teachertool - connection refused 111 monitor session

[rmcdaniel at indata.us]

I have made the change to ltsp.conf and setup a vnc password and then
copied it according to the documentation on the teachertool website and
am still getting the "connection refused" when I try to monitor.

I am running K12LTSP right out of the box.
