One more thing on getting a tech to help you out. 

See if you can get a tech interested in helping out then as the telcom 
director that you would like to "test" things out with the help of  that 
tech. If it all works out, then perhaps get it going on a trail basis and 
then take it from there. Divide and conquer, or as Bill Murrey would say, 
"Baby steps".
