Should be:

gconf-editor
File, New Defaults Window
/apps/metacity/general
Uncheck reduced_resources
File, Quit

or:

gconftool-2 --direct --config-source \
xml:readwrite:/etc/gconf/gconf.xml.defaults --type bool \
--set /apps/metacity/general/reduced_resources true
