[K12OSN] TinyZIS 0.1 released

I'm happy to announce the first release of TinyZIS, a free Zone
Integration Server (ZIS) for the Schools Interoperability Framework
(SIF).

SIF is a well-established specification for exchanging data between
enterprise applications in K-12 schools (primarily in the US).
Unfortunately, there were no working open source implementations of
this standard, until now.

TinyZIS is written in Python and is designed to be easy to get
running, test, study, and develop against.  It features a
comprehensive doctest suite for automated testing, but is still
decidedly alpha code.  In particular, it does no authentication, which
is a necessity when passing around potentially confidential
information.

Nonetheless, we've now got a solid first step in developing a free SIF
ecosystem, which will hopefully go a long way toward demystifying SIF.
