[K12OSN] LTSP not supporting LCD refresh rates

This is one of the things on my list for the Developer Summit Mountain View.

I believe there is a programming fix for this problem, if we can find
someone with the skills and motivation to do it.

It may also make sense to default to running in a window rather than
full-screen.
