[K12OSN] gconf-editor or gconftool-2

  I'd like to prevent the gnome-power-manager from starting when my 
users log in. What is the best way to do this? I've tried using 
gconf-editor (file->new default, then 
apps->gnome_settings_daemon->power_manager->start_power_manager=0) but 
it keeps popping up on login - Is these the proper way or am I doing 
something incorrectly?
