[K12OSN] user account scripts

Ok, Thanks guys. Your input is great. I now have something I can look at
and work with.

Our dBase authentication system crashed during a power outage and my
boss finally agreed that I can use a different system. I'm thinking of
using IPCOP w/plugins to authenticate users trying to use the Internet.
Hence, the need to convert the dBase files.
