Ok, I figured it out, sort of. I just created a folder called Desktop 
in /etc/skel/ and dumped what ever Icons I wanted on the desktop in there and 
new users will get the Desktop I want them to have. 

I'll have to modify the two scripts for adding icons and removing icons from 
all users Desktop to fit my setup.
