[K12OSN] LTSP 5 Local App Howto?

Does anyone know if installing local apps in LTSP 5 is really as simple as a "chroot
/opt/ltsp/i386" and then an "apt-get install <local_appname>"?  I am looking at trying
32-bit firefox with java and flash as local apps to avoid some of the problems that
arise with java and flash with 64-bit firefox.
