[K12OSN] OT: Required use of IE by State DOE

and make sure this issue is brought up every time there is a funding
shortage, or the schoolrs cut a program because of money problems. it may
not change any of their minds but I bet the parents whose kid is loosing a
program will take note, heck bring some live CD's such as Mepis to the
meetings ang give them away.
