[K12OSN] k12ltsp Upgrade

During the "install" it will look for an existing installation and
present the option to upgrade or install. An upgrade will do what it
says.

However, be aware that some the libs have changed and thus some of the
K12LTSP bits may or may not work right afterwards. But the base OS
(Fedora) will work correctly after the upgrade.
