Other than setting that in the master prefs file before creating users,
all I can see is to script out the addition to the user.js file for each
user if it's not already there. That file is never written to my the
userspace about:config process. It is read-only. I don't know if it can
be root-owned, global read or not. For that matter a link to a master
version may be good, too.
