[K12OSN] DHCPD not issuing address

[Almquist Burke]

It seems to work with debian edu, so it makes me think that it's not  
a hardware issue, maybe the MTU size? I was going to try K12LTSP EL5  
again but I have a bad HD, so that's had to wait.
