[K12OSN] configurations ???

What DHCP file does LTSP use? The working LTSP system uses the
dhcpd.conf file found in /etc that is why I have tried to configure the
dhcpd.conf file on the new LTSP system.

K12LTSP uses a different DHCP configuration file. That's why it's empty.
