Will,

Did you log out the thin clients then log back in ( on a TC?). Also did
you reboot your K12LTSP server after installing the fl_teachertool rpm?
Try at least doing an 
' service xinetd restart '. Also  from the logged in TC try and 
' telnet <ltspserveripaddress> 5900 ' make sure you get a response here.
These will eliminate a few possibilities.
Post your results,please.
