I can't speak to the settings but I can tell you that I have noticed
that Ubuntu does seem to have some performance issues.  In my case it
is all related to dbus using 100% of the cpu and driving the load
average very very high (>300 at times).   A fix for this is to
increase the nofile setting (defaults to 1024).  See:

If the sluggishness is due to dbus, this might help ... and if you are
going to have more than 30'ish users, it is needed.
