[K12OSN] Routing quandrum

Hello All,

This is not really K12LTSP specific, but wonder if anyone has by chance
run into the following.
Our school's LAN setup:

Subnets;   High School        = 172.28.13.x
           Elementary         = 172.28.11.x
           ServerRack         = 172.28.8.x
           IPPhones/teacherPC = 172.28.15.x

K12LTSP server(s) provide routing/dhcp/dns settings for EL and HS
networks which in turn points to a pfSense router/firewall to internet
The IPPhones/Teachers network is routed to pfSense router/firewall
through a managed switch
The pfSense box has one nic for LAN and has static routes for each of
the subnets shown.

Quandrum:  Everything works fine with this setup and has for many
years,,,but,,, with the Android phones and Kendell tablets,,they will
not connect through APs plugged into EL and HS networks. 
They will wifi fine on AP's on the .15/ teacher network which is not
being routed with a K12ltsp server.
I should state that the Android phones will in fact connect to AP's on
EL & HS networks,,,all ip information looks correct but simply will not
web browse.
It almost appears the 'double routing' may be making these devices
confused?

I haven't had a chance to do the marathon Wireshark trace routine on
this to see how packets are failing on failing devices?

Windows mobile ,,and Blackberrys works fine on any subnet,though via
wifi.
Just curious if anyone has run into this scenario?
