[katello-devel] Rake setup without REST interaction

Hello,

tired of cleaning database when you just need to re-run seed script to 
test it? Try this:

$ NO_PULP=1 NO_CP=1 rake setup

It will set use_pulp and use_cp to false during the seed script. It wont 
scream on you that owner already exists in Candlepin and no more 500 
errors from pulp.

Use with care.
