[katello-devel] pulp upgrade scripts for headpin mode

If you run katello-upgrade with a headpin install, it still processes
the pulp upgrade script. It looks like it has to have an apply:
katello line in it to get filtered out appropriately. 

However, the pulp upgrade script is basically empty:

# # TODO
#
# exit 0

Does it somehow do anything automatically or is it really just a
no-op? Is this script basically a placeholder for upgrading pulp in
the future? Should I add apply: katello to the placeholder?
