* When you start working on bug, please assign it to yourself and move 
it to ASSIGNED.

* You can steal bug only if is NEW. If bug is ASSIGNED, contact owner of 
that bug ("Assigned To") first.
And if he is on PTO, at least check Pull Request queue first - it is 
quite long recently.

This may sound trivial, but I've seen recently several issues with this.
