[katello-devel] Repo i18n names question

So I started working on a bz which had issues syncing repos with i18n names. But I can't even create those in the UI since repo names and id are tied up and pulp won't let me create repos with i18n characters in its  id. 
I saw the whole thread on this topic https://www.redhat.com/archives/katello-devel/2012-June/msg00084.html,  but don't think its been addressed yet. I want to reopen this topic for suggestions. Please let me know if any of the issues below have already been addressed or being addressed.

1) Do we want an immutable label for repo name that is ascii based or are we auto generating ids based on some magical 
2) What happens to pulp repos that already have i18n ids. Does pulp have some mechanism to upgrade those to "ascii" names ?
