I imagine it is apache getting confused as to why some or all of the 
BalancerMembers went away.  I'm not certain the details of how Apache 
monitors the connections to each member of the proxy pool (docs didn't 
seem to say much) but I'd imagine it is some sort of polling.

I find if you just wait 30 seconds it recovers.

we can do like Spacewalk does, a script that just restarts everything.
