[katello-devel] Apache 503 response for CLI

Hey,

I added two configuration lines to Apache, so when Katello is down it
renders a nice JSON string instead of the standard Apache page for /api
paths.

So instead of

# katello ping
<!DOCTYPE HTML PUBLIC "-//IETF//DTD HTML 2.0//EN">

we now get:

# katello ping
Service unavailable or restarting, try later

The same for RHSM.

36e2a89 nicer errors for CLI and RHSM when service is down
