[katello-devel] Bumping up the Rails version 3.0.10 -> 3.0.15

That means not only rebuild aprox. 6 packages for rhel6, but build all 
rails packages for F16, F17, where is 3.0.10 and 3.0.11. This is full 
day work. Are you ready for that?
