I'm working on fixing this and noticed that the katello migration script 
is run BEFORE the pulp and candlepin migration scripts in 
katello-upgrade.   This seems backwards to me.  Is there a reason for this?

For this fix, I'm planning on having the katello migration script start 
candlepin, pulp, & elastic search prior to the migration.
