I believe it's not right to use the /usr/share/katello for development, 
what I use is a regular clone of our repo and update the httpd conf to 
point there. I'm preparing the script that will do that  automatically 
(in fact, i use puppet for that, but it's a bit overkill: a simple 
script will be better)

It should work if you run webrick + set up rhsm correctly. But I agree 
letting it go through httpd (assuming you're reusing the 
katello-configure setup) should be engough
