[katello-devel] Katello cli tests almost green

Hey guys,

Katello nightly is in better condition due to fix that Dmitri found and
delivered yesterday (weird loading issue). So we are green except:

Config Templates (all red, permission issues)
Foreman::ConfigTemplate is invalid:
You do not have permission to create this template

Katello Agent (some scheduled actions fail)

Provider Import (all fails)
Archive failed signature check

Systems (some fails)
Could not find System

If you recently work on these, please check cli tests.
