command line kickstart/languageBackend problem

I do not have X server installed, as the GUI is not needed for this server, and I have done a custom install to get a very lean box for web and mail services, with the minimum of vulnerabilities.

redhat-config-language-1.0.4-1 is installed, but I get the results below. Which components are missing, or what have I missed in the setup?

TIA Justin
